Paddle is the seller of record and calculates sales tax and VAT at checkout from the customer’s location.
Turn WooCommerce taxes off
Untick WooCommerce → Settings → General → Enable tax rates and calculations, otherwise customers may be taxed twice. The plugin shows a warning while WooCommerce taxes are on.
On Billing, with Tax on prices set to Add tax on top of the price, your WooCommerce total is the net price and Paddle adds tax. The order screen shows what Paddle charged and the tax it collected.
